Update kfp-profile-controller image in `main` to a stable version #481

Context

In #477, we updated the image to a canonical maintained rock ubuntu/python:3.8-20.04_edge. There is no stable version of it at the time of writing. This will be released in 2-3 weeks. Once it's out, we should update our charm to use the stable version.

What needs to get done

Update image using stable version

Definition of Done

Charm is using aforementioned image.
