Context

Part of https://github.com/canonical/kfp-operators/issues/579 and follow up from https://github.com/canonical/kfp-operators/issues/586

Once we have the tracks and the charms have both manifests and rocks updated, we'll need to push to the new tracks

What needs to get done

  1. Publish all KFP charms to 2.3/stable

Definition of Done

  1. The charms are published to 2.3/stable and ready to be used by the bundle
