Backport integrated rocks in `main` to `track/1.12` #256

Context

We have built and integrated some rocks in knative charms, they currently live in main and need to be backport to track/1.12 then promoted to 1.12/stable

What needs to get done

  1. Backport the following rocks to track/1.12: 
    charmedkubeflow/net-istio-webhook:1.12.3-b455143
charmedkubeflow/knative-operator:1.12.4-3f2a424
charmedkubeflow/knative-webhook:1.12.4-d887d34
  2. Promote the charms from 1.12/edge to 1.12/stable

Definition of Done

Rocks are backported to 1.12 and promoted to stable
