Add code coverage or quality metrics to all repos #126

Context

Most (all?) of our charm repos lack code metrics for our unit tests. We should add these. Some examples might be typical unit test coverage, complexity coverage, etc.

We should see if other teams have methods already in place and copy/build on those if possible

What needs to get done

  1. research and decide which metrics to add
  2. add metrics to all repos
  3. update our code review guidelines to include checking these metrics

Definition of Done

  1. all charm repos have increase metric coverage
