chore: use charmedkubeflow/kubeflow-central-dashboard as oci-image

Use the CKF owned image for the charm instead of upstream's.

Fixes #164

Testing:

Deploy the CKF 1.8 bundle and wait until it is active and idle
Configure everything to make the dashboard accessible
Login into the dashboard and ensure the functionality is there
