Why it needs to get done

Move the generic dashboard to a different charm specifically for cos resources. This can be https://github.com/canonical/cos-configuration-k8s-operator, as described in spec or a new one maintained by Kubeflow team.

What needs to get done

When is the task considered done

Generic CKF grafana dashboard is deployed by another charm and removed by this one.
