Automate doc testing for kf-cos integration guide #32

Summary:

test code cells in notebook format of the How to integrate Charmed Kubeflow guide
create tests for checking that grafana dashboards content hasn't changed for argo-controller, seldon-core and jupyter-controller charms.
teardown test by removing relations to allow rerun
updated the guide in README.md to fix discovered bugs

Instructions to run tests

deploy juju+microk8s as instructed in our tutorial
run the setup-test.sh script to deploy kubeflow, deploy cos and install dependencies
run tox -e doc from the directory of the tox.ini
