Update dashboard link #112

Related to: https://github.com/canonical/kubeflow-dashboard-operator/issues/190

Some of the links in the configmap changed upstream. This PR resolves the changes related to this charm.

Checked the rc.2 changes, no changes affect tensorboards. This PR is ready for review.
