Context

We have now rock being published/pushed for 1.9

https://github.com/canonical/kubeflow-rocks/pull/114
We need to merge https://github.com/canonical/kubeflow-rocks/pull/87 and update it for 1.9

This one is a mixture of having to also work on a rock and integrate it to the charms.

What needs to get done

Merge https://github.com/canonical/kubeflow-rocks/pull/87
Update it for 1.9
Integrate the images to the charms

Definition of Done

The tensorboard rocks are used by the 1.9/stable bundle charms
