bump version 1.7 -> 1.8 for CKF release 1.8 #115

This PR bumps the charm for CKF release 1.8. Minor details about implementation in relevant issue #112. Should be merged alongside https://github.com/canonical/kubeflow-roles-operator/pull/70. Summary of changes:

Bump for CKF 1.8
- Update manifests/templates
- Introduce fileviewer image in config.yaml.
- Introduce viewer-spec.yaml configMap.
Update tests(integration) to:
- Test configMap gets created
- Set raise_on_blocked=False to avoid flakiness due to kubeflow-dashboard going to Blocked.
requirements: Add jinja2 and run update-requirements
Ignore VSCode files in .gitignore.
