Integrate volumes rock to CKF 1.9 #153

Context

The rock for kubeflow-volumes was updated and published in https://github.com/canonical/kubeflow-rocks/pull/115, we need to integrate it in the charm and promote it to 1.9/stable

What needs to get done

  1. Create a PR to main to use the rock from https://github.com/canonical/kubeflow-rocks/pull/115 instead of the upstream image
  2. cherry-pick the commit to track/1.9
  3. Promote the charm from 1.9/edge to 1.9/stable

Definition of Done

volumes rock is integrated in 1.9/stable charm
