configuration option `backend-mode` set to "development" by default #20

According to charmhub the default setting for the backend-mode option is "development". This should be "production" by default, as I believe it affects logging verbosity.

Needs investigation, production option may need extra ingress configuration.

This is valid. We should modify backend-mode to default to production as we did for jupyter-ui https://github.com/canonical/notebook-operators/pull/271 and tensorboards-web-app https://github.com/canonical/kubeflow-tensorboards-operator/pull/74.
