When launching a new container, project limits are checked and new instance creation over project limits is blocked. When this happens, one can use lxc import to create new instances over the project limits. Limits should be checked for import as well.
Steps to reproduce
Create project and set limits (tested with limits.cpu and limits.memory)
Create images until limit is reached
Use 'lxc export' to create an image for one of the containers
Use 'lxc import' as many times as needed to import many containers over project limits
It's also interesting to note the cluster instance placement when running import. They all go to the same machine. Seems like something is off on lxc import relating to cluster placement as well.
