Issue description

My syslog is getting spammed every minute with the error listed below. It outputs it once for every container I have. It happened even before the upgrade to 3.19 so it's not a new issue.

Wrote a fix which lines up the behavior with that of the dir driver. Will cherry-pick to candidate and stable snap once CI is happy and it's been reviewed.
