feat: add HAProxy TLS Termination #24

Asks user for an SSL certificate and key for TLS termination at HA Proxy.

@skatsaounis this is ready for review once again. https://github.com/canonical/maas-charms/pull/194 still needs to be merged & released, but you can test with the latest/edge/wyatt-test channel for the maas-region charm in the meantime
