linux: split out patches to separate include file #21

Since patches should apply cleanly on most kernels, split out their application into a separate include file which can be 'required' by consumers of this layer.

@zyga no, we don't, I usually build the things myself before submitting a PR. I briefly looked at how meta-raspberrypi does their CI, but it's self hosted :confused:
