Fix kube-bench installation flag and introduce `--skip-kubebench-installation`

This PR consists of two commits:

• [cis-hardening] Fix --install-kubebench flag: To be cherry-picked on 1.28
• [cis-hardening] Add --skip-kubebench-installation flag to be released with 1.29

Note: We had no-kubebench-installation and skip-kubebench-installation in the card - I went for skip-kubebench-installation but I don't have a strong opinion on this.

I will create a PR for the branches (e.g. 1.28) after the review of this one.
