all: use the `release` PPA for CVE rebuilds #4

It doesn't make much sense to use the rc PPA, since we can't release that to stable.

We do need to come up with a way to avoid CVEs stepping on a release in progress's toes. We've discussed branches before.

Agh. But there's another reason to use the rc PPA… the pending release. We should differentiate between the reasons to rebuild and the PPAs used…
