Flaky ` test_cannot_use_db_relation` test

Nightly CI runs fail on this test since August, 24th. The update status hook fails with:

unit-shard-0: 01:51:01 ERROR juju.worker.uniter.operation hook "update-status" (via hook dispatching script: dispatch) failed: granting secrets access: cannot change access to "secret://8585048f-bf6a-4e3a-8be2-4f2770981187/cr7850451ub2a0scrh5g" for "application-application": cannot grant access to secret in scope of "relation-application.first-database#shard.database" which is not alive

Needs investigation on commits on August 23rd to understand what is going on.
