Add blueprints for ROS Noetic and ROS 2 Humble #29

This PR adds blueprints for both ROS Noetic and ROS 2 Humble which are the latest LTS releases of the Robot Operating System (ROS) 1 & 2.
They both enable the upstream repo, install the project and set up the environment for the user to be ready to develop.
