Switch to mysql-test-app and improve the test #30

Issue

We are using old test application here, while the modern mysql-test-app charm is published.

Solution

Switch to modern mysql-test-app charm. Improve logging for tractability. Removed caching from GH CI/CD as we are not building charms here anymore. Bump to the latest juju-agent 2.9.42, ops and juju libraries. Update Canonical copyrights.
