[DPE-2737] Fix unittest tox defaults to run Juju3 tests by default #320

Issue

https://github.com/canonical/mysql-k8s-operator/pull/313 introduced a mandatory requirement on running unittests.

Solution

Now we're pinning down Juju3 as default.
