Fix s3-intergrator with tls-ca-chain config

problems when using tls-ca-chain certificate with s3-integrator:

the certificate arrives in decoded format
for list-backups and restore there was no code to check if there is tls-ca-chain configured

modify create, list, and restore functions for s3-integrator
