This PR adds the initial revision of a charm for the namespace node affinity tool, including tests and all CI. When merged, this will provide a fully working charm repository that publishes to charmhub.

Todo:

[x] Transfer ownership of the namespace-node-affinity charm to Kubeflow Charmers (discourse was returning 500 errors today so it didn't work)
