Document how to use notebook configurations added in #336 #337

Context

The notebook configuration implementation in #336 should be documented in the Charmed Kubeflow documentation in charmhub. Examples of how to use this should be added where appropriate in the docs. Charm readme's and other docs should also be updated

What needs to get done

  1. write a guide or other docs and publish it to charmed kubeflow docs
  2. edit any readme or other documentation as required
  3. add a task/note for the 1.9 release to mention this feature

  1. the new feature from #336 is fully documented
