Bootstrap juju controller with agent `3.5.0` to avoid deployment issues #373

Context

https://github.com/canonical/bundle-kubeflow/issues/921 is causing issues when deploying the jupyter-ui charm; we need to add the workaround suggested there.

What needs to get done

Edit the integrate workflow to ootstrap the juju controller with agent 3.5.0 to avoid the issue

Definition of Done

The juju controller that runs in the CI is bootstrapped with agent 3.5.0 and the error is not present on the CI anymore.
