Forward-auth relation implementation #36

This PR adds forward-auth relation required to set up Oathkeeper (the policy decision point) with Traefik (an API Gateway) in order to provide Identity and Access Proxy protection to charms related via auth-proxy.

question: why do we need the ingress integration? It seems like we don't use the ingress address for anything.

We need ingress for traefik to create a route for oathkeeper
