[jira-card-creator] Change primary_key to platform_tag for sutton

Summary

since lp_tag which is retrieved from Offical Tag column in Sutton's project book is no longer available use platform_tag as primary_key instead

Fix

36 different platforms in sutton are combined into one record

I found there's an issue that there are two records with the same platform name on Sutton project book (for P7 platform). So we need to discuss with PM about the rule of enablement task to make the title of Jira issue is unique.
