Minor changes to smooth out testflinger_yaml_generator flow #39

  1. Add a default TEST_TARGET_IPERF value to checkbox environment variables in case IPERF tests are needed
  2. Make the system purge all python3-checkbox-* files before doing a debian checkbox installation to avoid running into conflicts
