[jira-card-creator] Retire the start_date and due_date assign #52

There are start_date and due_date fields exist in the issue view and right bar of issue in CQT and Vic's Sandbox boards. Unfortunately, these two fields are not allowed in OEMQA board, even Kent doesn't have the permission to control it. After discussion with Kent, we can retire the logic, so I keep it as comment now.
