Anbox Cloud: Improve contributing guide

Context

The Anbox Cloud documentation includes a contributing guide. However, it is not intuitive from the TOC. It also lacks information about the checks that need to be passed when creating a PR to the Anbox Cloud documentation repository.

Task

• Rename the Project and Community TOC heading to Contribute. (Retain the style guide as a sub topic)
• Add prerequisites required to contribute to Anbox Cloud documentation (GitHub account, signing the CLA)
• Add information about what checks are in place for PRs created against the repository
