COS integration implemented.

Changes

• COS bundle relations
• exposed metrics port on OpenFGA container (for Prometheus integration)
• added log on promtail-digest-error (for Loki integration)
• added Observability section in readme with instructions
• fixed typo in readme
• removed unused resource promtail-bin from metadata.yaml
