O11y dashboard improvements

Results from the observability review have brought to our attention some things that needs to improve on the grafana dashboard and on the alerts

• add Y axis measure units to every panel
• add explanations to the dashboard to describe its purpose
• consider using better legend for gRPC panels
• panel legend are a bit off - consider using aggregation operators (by, without, ...)
• figure out if the "100" threshold for loki rule is appropriate, check slides
• review all openfga metrics and see what else we could do to reflect failure modes
