This PR implements DPE-5328. Namely, this PR implements:

fix for large cross model relations where remote relation id is taken into account

Thanks @reneradoi ! If you wish to test this, you can follow the steps here https://github.com/Mehdi-Bendriss/charms-testing-scripts?tab=readme-ov-file#for-opensearch -- this should quickly give you a deployment of 3 models in an LXD machine
