[renovate] Add renovate + DP presets to our repo #470

One of the things the team has added recently is a renovate preset that enables automatic update of juju agent version: https://github.com/canonical/data-platform/tree/main/renovate_presets

I think this is better than setting the juju channel only. That allows us to validate if a given bump in the agent version will cause problems with our deployment, in the PR's CI run.

We should add this renovate preset file: https://github.com/canonical/data-platform/tree/main/renovate_presets
