Document charm libs and provide command to update #19

I implemented this in tox.ini since we already use tox, and to avoid an extra script file. Not sure if this is desired though.

Rebasing with web UI create a Unverified commit and blocks the merge ¯\(ツ)/¯. Sorry @samuelallan72 can you remove the Unverified commit created by the web UI

Merging because was approved, and the rebase didn't produce a new diff.
