This PR adds the following:

Refactor workflows for re-usability
Add workflows for releasing charm to latest/edge channel when pushed to main

This workflow needs the following secrets to work properly:

GITHUB_TOKEN
CHARMHUB_TOKEN

@Pjack Can you provide GITHUB_TOKEN and CHARMHUB_TOKEN because they are required for upload-charm action

Okay, discussed internally, GITHUB_TOKEN is generated by the action itself. I provided my CHARMHUB_TOKEN for this charm for 3 months since the charm is still under my namespace, and the request is still on going.

BTW, the charm is under our team's namespace https://charmhub.io/openstack-exporter now
