This PR adds the default juju relation keys

DEFAULT_JUJU_DATABAG = {
    "egress-subnets": _DEFAULT_IP,
    "ingress-address": _DEFAULT_IP,
    "private-address": _DEFAULT_IP,
}

To all unit databag default values in Relation, SubordinateRelation and PeerRelation.
