Create sync_docs.yaml

Issue

This repository does not have a workflow to sync discourse documentation.

Solution

• Created sync_docs.yaml file based on the sync_docs workflow from data-platform-workflows. This workflow runs once a day and calls the discourse-gatekeeper action to synchronize documentation from charmhub.
• Renamed existing /docs folder to /internal_docs temporarily in order to avoid conflicts with discourse-gatekeeper. It will automatically create a folder called /docs for the discourse pages.
