snapcraft.yaml, sources.list.cross: use the snappy-dev PPA #44

This will fix cross-compiling to use the right version of the flash-kernel, etc. packages and relies on snapcraft 4.0's package-repositories support.

Based on top of https://github.com/snapcore/pi-gadget/pull/43, and travis will fail due to https://forum.snapcraft.io/t/call-for-testing-snapcraft-4-0/16956/4
