Use the regular 'classic' (from 18-arm64) gadget.yaml for the desktop branch (non-UC20).
Currently both the 'desktop' and 'classic' branches use the UC20 gadget.yaml partition layout, which seems unnecessary? I mean, we don't use ubuntu-seed in classic right now, so it's just wasteful. Also, the current gadget.yaml defines a very small hard-coded rootfs partition size, on which ubuntu-image is unable to fit the whole ubuntu desktop.
