Cherry-picked the arm64 changes.

Note to Dave: I think this is safe as from what I checked the DTBs seem to be in the same place as for the arm64 variant? But yeah, please double check for me while reviewing this! Thanks!

...even if this looks good, let's not merge it yet. I want to see if the 18-arm64 changes build correctly first on the LP infrastructure, since maybe some tweaks will be needed.

Ok, looks like it built fine! Since you're not around today, I'll double check if all is correct and merge this so that we get it into edge. We can follow up with fixes when needed.
