Bug Description

The rock needs to set an empty namespace in its command, as instructed in upstream manifests https://github.com/kubeflow/manifests/blob/master/apps/pipeline/upstream/base/installs/multi-user/viewer-controller/deployment-patch.yaml#L11-L12.
