Can we upload this into the archive? #4

Should this be a separate repository from core-initrd? Can this theme be uploaded into the Ubuntu Archive or PPA? Should this be merged in the Ubuntu Archive plymouth package itself (yet still allow patches copies of it in snappy-dev/image PPA)?

Just trying to figure out how to reduce maintenance, and enable more Ubuntu series to be able to build with this.

To me the less maintenance option would be to include in core-initrd repo.
