Adds rule 19 Google Drive image links #26

Adds issue covers standard RST syntax, MD syntax, MyST syntax, and raw HTML syntax

Adds testing for rule 19 with RST and MD files
Removes superfluous field from rule 09

@evilnick When I merged rule 009 I accidentally left in a field (name: 009) as I was testing the filter to see if it would pick up a more basic identifier - but it doesn't actually work. Looks like I accidentally bundled the fix into this PR.
