Refactor and cleaning up initial commit.

Fix typing issues in prometheus_hardware_exporter/
Fix unit tests after cleaning up prometheus_hardware_exporter/
Fix functional tests: remove actual metrics tests because it depends on the hardware; only test snap installation.
