make prometheus-rock ready for oci-factory #12

oci-factory has become stable enough to try to offload our ROCK building machinery there.

We should structure this repository so that integrating with the oci-factory project is frictionless, with support for multiple workload versions (and thus multiple rockcraft.yaml files).

Due to bugs found along the way, the PRs that closed this issue are the ones from #14 to #23.
