rename `track/1.8` to `track/ckf-1.8`, as per our conventions #28

Bug Description

This charm incorrectly uses the channel name 1.8 for the workload version ckf-1.8. This should be fixed, renaming the github branch in this repo and also adding a new track in charmhub (and likely supporting both old and new track for some time?)

Are you sure about this? e.g. both notebooks and volumes come with 1.8 branch as they are upstream Kubeflow components and so is the pvc viewer.
