Add RTLA to "Tools for measuring real-time metrics" once released in Noble #25

linux-tools in noble will soon include RTLA. Once this tool lands in the linux-tools package (currently commited but not yet released, LP#2059080), add documentation about the tool to the "Tools for measuring real-time metrics" page. An example test is in the LP bug linked.
