Add real-time Ubuntu Core docs #45

PR to consolidate all the changes needed to cover basic Ubuntu Core documentation:

Per internal discussions, I've merged "How to configure boot parameters on Ubuntu Core" into "How to modify kernel boot parameters". The instructions for Ubuntu and Ubuntu Core are now in the same how-to. As a result, the "Ubuntu Core" subsection has also been removed.
